Hi Monika,
If you and Amanda would like to manage this event independently of CWUG,
which is 100% ok, then I think you might do best to request funding in a
way that isn't dependent on Cascadia Wikimedians User Group having our
budget approved and funded. While I hope that we can get at least an
initial budget approved and funded by the end of January, there are no
guarantees, and I would want this event to happen regardless of whether
CWUG's budget has been funded yet. CWUG members can still individually
provide in-kind support for the event, such as volunteering to help
organize the event or to help run it, and I personally would be happy to
advertise the existence of the event through SeaFOSS. CWUG might also like
to do some outreach to expand CWUG membership at the event, if you would
let us do that. My suggestion for getting funding in a relatively quick
manner is that you contact Wikimedia DC, because they have indicated that
they are looking for projects to fund, and because unlike WMF's GAC program
which has a $500 minimum for grant requests, DC has no minimum listed in
their grants policy:

I hope that in the future CWUG will have an internal grantmaking capacity
so that we can easily fund small grant requests like you proposed for this
edit-a-thon. We are likely to have this capacity sometime in 2015, probably
after we get our program-oriented budget approved and funded.
