I think what James means is that if you'll go regardless of whether you get
a scholarship, please register now and you'll be reimbursed any price
difference later.
If you won't go in the case you don't get any scholarship, then obviously
you don't need to register now, and the price will not go up later for
those who are getting scholarship.
