Yes. Thats the idea here. BEFORE creation some sort of process. We lack that
completely.
Lets brainstorm the issue please and not oppse it since the current system
is clearly failing.

Discussion and consensus is not the same thing as bureaucracy and red
tape. It's perfectly possible -- preferable, even! -- to come to a
consensus decision on how something (e.g. categories) should be
structured without the need to go through umpteen formal proposals,
nominations, processes, listings, reviews, and so forth.
