I don't consider it a right, my statement of 'incorrect' was directed at the
'lack of a rule' part of the quote, I'll be a little clearer next time :)

It's expressly discouraged (unless some well-meaning person has
removed that from a recent version) - calling it a "right" is as
incorrect as saying that 3RR gives you a "right" to three reverts a
day. It's a fine but important point.
