The ideal of "possible" is the problem as "reasonable". You simply
cannot
define it adequately.
Mostly not a problem. Obviously there are a few corner cases but for
the most part possible can be define as "It would be possible for your
average wikipedian to obtain a replacement images without breaking any
law"
So photos of the surface of Venus while technically possible to
replace would not be considered to be replaceable.
If we say consider photos of buildings then any building that
currently exists, isn't protected by copyright, is located outside a
warzone and doesn't have other restrictions on the public getting
close to it is considered replaceable.
