Why do you think this would discourage disruptive
users? Most of the most disruptive users are long time
Wikipedians who have accounts and about whom we know
quite a lot. A huge number of valuable contributions
come from anons browsing, who pick up a typo, or make
a link because it is easy to do it fast. They would
not do so if they had to register.
