It's an important aspect of encyclopedic quality which I think has been
neglected.
I thoroughly agree that the "Further reading" section would be a good
section to expand in any article. But only referring to that section
by one unambiguous name would keep things clearer ;) You could either
emphasize the section at [[WP:GTL]], or create a project similar to
[[WP:FACT]] to gather like-minded volunteers.

I don't know where to find out about current WikiData progress. All
the pages I can find are out of date. I currently suspect that all the
people who know are hard at work developing OmegaWiki as a testbed for
WikiData(?)
