I personally think that any template transcluded 80-100+ times or
transcluded in 10+ feature articles / wikipedia space pages, or even
transcluded in two policy pages (disclaimers etc.) should be semi
protected, and really widely used templates that are vandalised
despite semi protection should be fully protected.

we'll be able to update those statistics.
