It's better to make a policy to cover what happens most of the time. We
can handle the exceptions on a case by case basis.

I'm not talking about BADSITES, a policy
that was rejected long ago. But
IAR should apply to all of the current proposals, including my own. Only
the core policies don't have exceptions (at least in theory).
