If you are ready to help and want an account there,
ask the people in
charge of the queue you can help with (ie. probably info-en in your
case).
I can't believe that Wikimedia is still having problems grasping the
wiki concept. Why should I even need an account? Why do I need to ask
any people for any kind of access, including even just READING the
questions?
You also haven't answered my question why helpdesk-l still exists if we
have a proper ticket system set up already.
Until you get these basic things sorted, you're not going to get
particularly many volunteers to help you.
