I don't want to take time to track down what "IDF" means. Ignore all
Rules is well applied when the literal application of the rules has a
patently ridiculous outcome. While the tagging approach could make
sense in this case, I would be concerned with people who might take it
as a precedent to take this road in future circumstances that are much
less appropriate.
Another
possibility is
to point to the original upload, which was by the user, and take that
as evidence of permission as we do with emails to the OTRS permissions
queue.
