I think the important difference is that a "controversy" article is a
vertical split, but a POV fork attempts to compete with an existing
article horizontally. Controversy articles move lengthy details out of
the main article, but POV forks present alternate versions of the
subject. In my mind, that's the main difference. Duplication of
coverage is the reason we shouldn't allow POV fork articles.
