It originally said "doesn't adequately cites its references".
We need seperate templates.
1. No sources at all.
2. Inadequate sources for either article or section.
(And make those templates clear enough so they're not misapplied)

Unfortunately it now reads "article or section", so it can be applied to
an article when only a portion of the article is missing references.
This confuses the issue even further.
