I meant 'charged' as in the monetary sense, not the legal proceedings
sense. However, fact is that the US government considers non-US use
of its works to be covered by copyright, which makes a large chunk of
our free-licensed images not actually free outside the US at all.
This applies whether or not the US government intends to enforce this
or is able to.
