I agree, it's a good idea. That doesn't give any individual the right
to say "we're doing this on such and such a date". This should have
been proposed, not stated.
That's a matter of wording. GM proposed this using the language of
statement (an effective technique to get things done). Ultimately, if
enough are/were opposed to the proposal, it wouldn't be carried out.
