These two things go hand-in-hand.
If only this would be properly understood by contributors (newbies
and not so)... No matter how mmany policies and guideline we have,
nothing beats common sense. Unfortunately common sense such as what
you said in your post, gets usually lost behind the trivialization of
WP's principles of "anybody can edit".
