https://wikimediafoundation.org/wiki/Terms_of_Use#7._Licensing_of_Content

explanation. This would include ODbL (
https://opendatacommons.org/licenses/odbl/summary/ ), but would exclude
any ND (NoDerivatives) and any NC (NonCommercial) licenses.
