where could i replace this "first letter capitalization" with a "force
to lowercase"? this would have the same effect, and therefor it would
not need to be case insensitive.

No. The normal behavior is to force the first letter of a title to
uppercase, which makes [[Building]] and [[building]] match. There is no
full case-insensitivity option at present.
