By default in MediaWiki, IP users do not have permission to mark edits as minor. If you
try it as a logged-in user or if you give the 'minoredit' right to the '*'
group in your wiki configuration (see Special:ListGroupRights on your wiki to check which
groups have which rights), then it should work.
