From a technical viewpoint Wikimedia Labs has the
perfect
infrastructure and it would be pretty straightforward to move
OpenGeoServer.org to Wikimedia Labs.
What is complicating things is that the last time I checked Wikimedia
Labs has / had the policy only to host test & development server and
any live service should use the Wikimedia Foundation production
environment.
Which leaves already running Wikipedia related OSM & Web Map Service
with no clear path forward until the new Wikimedia Foundation web
mapping infrastructure has emerged.
