No, it doesn't fulfill the activity requirements currently. Approving makes
no sense if there is no community who wants to do the "upkeep" on a
separate wiki, when the content is perfectly accessible (without prefixes)
on the multilingual Wikisource.
I would be interested to hear from the users who contributed this year and
what they think, though. Have they already been contacted?
I only see that the user who made the most contributions (but is now
inactive) has been contacted some years ago by Steven, but it seems like
there was no response (<

It has LOTS of pages in the Multilingual Wikisource, and recently, they
were recategorized.
