My suggestion is to re-add the "editbugs" user right to new users by
default (revert the old settings adjustment).

Given that the majority of the vandalism occurred in 2011, I think that
sufficient time has passed for us to re-add the right to all new users, and
if we have issues with vandalism in the future, then we can re-assess and
see what other options we can consider (such as some implementation of
"autoconfirmed" as suggested at <
https://bugzilla.wikimedia.org/show_bug.cgi?id=40497#c12>)t;).
