Just to be clear on how they currently do, in the relatively recently
drafted (and still draft status) architecture guidelines:
"An RFC is a request for review of a proposal or idea. RFCs are
reviewed by the community of MediaWiki developers. Final decisions on
RFC status are made by the WMF architects (Mark Bergsma, Tim Starling,
Brion Vibber)."

This is of course a process we could change, and rely more on informal
recognition of technical leadership than formalized roles or titles.
