Test wiki is running production version of mediawiki, so it's not
useful to perform any tests of software which wasn't reviewed and
isn't considered stable. It's a last place where sw goes to before
it's updated on production sites. Developers can test some
configuration changes and scripts to test if it wouldn't break
anything.
The deployment site on labs is meant to be a place where unstable
software and development version is running, so that community of
wikimedia projects and tech folks can test it while it's still in
development and prepare their gadgets to work with future version of
software.

Also correct me if am wrong, TestWiki is to test *any* change while
the deployment
site is for testing next wmf release. Translatewiki is the place to
preview/test all i18n changes. Has testwiki become redundant after having
the deployment site?
