A major activity that, IMO, is almost certainly not worth the effort. We should use a few carefully vetted external blacklists with good reps, and not ban anyone who's not on all of them. That, combined with local (and global?) whitelists, should be more than sufficient to ensure that no one legitimate is locked out, or at least not for long.
