there is a reaction by IzyNews, stating that what they are running is
not a live copy but a cached copy, refreshed every 14 days. Because of
this, Walter has agreed with IzyNews's request to be unblocked.

The are running a live copy of Wikipedia at the expence of the Wikimedia
foundation. Can the be blocked?
