These are just general debugging suggestions, things you should always
check when having problems running external programs from a PHP web app:
Check permissions, check the error log output. If necessary ask your
hosting service for help in debugging (we can't read your Apache error log).
Confirm that PHP is set up to allow running external programs.
Confirm that the required programs are present.
Confirm that your web server is not running in a limited jail/chroot
environment without the software you thought you saw.
***Confirm that the web server and the server you log in to are the
same, or that you have accounted for all differences between them if
they are different.***
Confirm that the directories are writable by the web server user.
Confirm that texvc is being executed.
Check your PHP configuration. Check your PHP error messages. Check your
PHP error log.
Check the actual error message returned. Check the return values from
the execution.
