And so does using a single frame from a 50,000+ frame TV episode, or a few
frames from a 150,000+ frame movie. Or even the use of low resolution versions

Fair use depends on use. If you extract any fair use material from the context
that makes it fair (the article), then that use may no longer be fair.

That is just as true for images as it is for quotations.
