The progress of newly requested wikis is noted on
http://meta.wikimedia.org/wiki/Requests_for_new_languages. When it is
created, a message will be added to that page for a few weeks before
it is removed to make way for new requests. There is often an email to
this mailing list, or the wikitech-l list announcing the new language
as well.
