My opinion is that an anonymous user (IP user)
still owns the copyright of his or her works he
or she uploads.
Whether the writer of the text is anonymous or not should have no
effect on these issues. The writer holds the copyright unless it is a
work made for hire.
Wikipedia really should ask a lawyer about this.
