I don't think we can use it.  Anything we use has to be compatible
with us re-releasing it under the GNU FDL, which means giving people
permission to make derivative works from it if they live up to the
conditions of the license.  As we have no right to make derivative
works of Crown Copyright material, we have no right to authorize
others to do so, either.
