I agree - it should only be used to redirect people to
en.wiki in order to preserve current links from
outside Wikipedia.

I also agree here.

Why not simply www.wikipedia.org/ ? The word
"foundation" is still in English which isn't necessary
and might seem odd as the URL for the French
translation of the by-laws.
