Ed, I know you like to advertise sifter-l wherever you can, but my proposal
is for a certification system *within* Wikipedia, which might well be used by
the groups you describe. All I'm opposing is a system exclusively dedicated
to a specific purpose (e.g. family filters), I am not opposed to generic
systems.
