I don't know who, if anyone, is a sysadmin on meta; but you can 
overwrite any uploaded file by uploading a file of the same name. Eg, 
make a 0-byte empty text file, rename it to match whatever you think 
should go, and upload it. Rename, upload, rename, upload...
