It used to be exactly that.

You're either looking at http://wikipedia.com (or anything other than 
http://www.wikipedia.com) which is still the old phase II software (but 
only for the first page you look at, since all URLs there point 
explicitly to the new server!), or you have an old version stuck in your 
browser or proxy's cache.
