I think that's a very good and subtle question, and I don't have a
good answer.  I know how *I* would attempt to enforce it -- I
wouldn't.

The data is there, and as long as someone is making a legitimate
effort to use it in a way that is fair to us, i.e. with the
appropriate attribution done in some sensible way, that's fine with me.
