I don't agree. The point is simply to make the list more inclusive to 
all Indians (and everyone else) interested in Wikimedia in India, and 
this includes those working in English. Having said that, I don't think 
the title has stopped anyone from posting on subjects not related to a 
specific Indian language Wikimedia project.

But if the intention is to include the widest possible group of people 
why not say so explicitly?

There are several mailing lists that are about the English Wikipedia. The
problem with including discussing particular English subjects on the Indian
mailing list will not help in coming to a consensus in the English language
community. My expectation is that when English becomes a major topic, it
will drown out much of the language issues that are specific to India and
the organisational issues that are specific to India.

It is the same as with a developers list for India. It is the perfect way of
ghettoising  yourself and effectively become more frustrated and helpless.
