It might a good idea to list the "test Wikipedias" on Incubator so
that people can contribute to their developing Wikipedia project too:

Hmmm.  Well, you guys could try to e-mail the people who own the
domains and ask them if they'd consider transferring ownership to the
Wikimedia Foundation.  If they say no or don't respond, we could try
to see if the Foundation could talk INRegistry.
