I highly recommend inviting the general public and like-minded groups.
 It opens up the perspective, and will also find that you are
recruiting some excellent volunteers for real world local Wikimedia
activities who you would never find otherwise.

It's worked well for us in Wikimedia Neew York City, anyway.
