Alex,
This is an excellent idea, though not a project I would jump into with
a mad dash. I find economic summaries very entertaining, but I would
be at a loss about how to collect the data you need for my region
(among other things).
I think you need two things to start off with; a group of enthusiasts,
and a vision. You now have a team of one attempting to organize the US
econ pages. That's great, but I would try to make contact with econ
page editors in at least two non-English Wikipedias. Your vision
document would be more useful if it was not a PDF and was wikified
with links out to the sub pages you are attempting to define in your
email. You can do this on a wikipage in your user space on the English
Wikipedia or on Wikimedia Commons.

My gut feeling is that most of the structure you are seeking to
develop should *not* be done on either of these projects, but on
Wikidata.
