[Wikimedia-l] Wikivoyage/Wikitravel accounts merge

I believe it's just a case of adding Wikivoyage as projects under the SUL
umbrella and do it like any other new Wikimedia project. I believe, though,
that joining SUL is only possible after the projects have migrated onto WMF
servers.
