As a general comment, I think that even without the "narrowing focus" initiative, the idea of a bifurcation of the engineering organization sounds like a good idea to me. I would need to do more detailed analysis of the current structure before I comment on a specific proposal. I appreciate Erik taking the initiative on this idea and bringing it up for discussion on Wikimedia-l.
