And then also go against the FDC recommendation, which in essence 
supports the Narrowing focus, express "concerns about impact of these 
programs with respect to the amount of funds invested" and where one 
member, in minority, wanted the WMF budget on these activities to be cut 
further.  (FDC being a fully community based committee)
