Not three Geni, one.
Has anyone become Arbcom without being an admin?
Has anyone become Bureaucrat without being an admin?
Has anyone become Foundation Board without being an admin?

It's all one ladder.
Sure it's *possible* for a non-admin to be elected to Arbcom, but when it's 
never happened, the truth should be apparent.
