[Foundation-l] WMF, and implications of non-discrimination on local projects?

The non-discrimination policy [1] says:
"The Wikimedia Foundation prohibits discrimination against current or
prospective users and employees..."
I'm not sure what was intended by "users", but I suppose it might be
interpreted to include editors, admins, etc.
