[Foundation-l] Autocreated global accounts (was: [Wikitech-l]$wgCentralAuthAutoNew=true)

I tried but stewards then available couldn't handle UTF-8 Asian
scripts. And it has continued from the end of July. Some jawiki*
blocked those ranges (see checkuser-l for details) for months. I
rather now worry about spamming libelous messages. After it was logged
on user creation log and other logs, it cannot be removed.
