Tricky if they're on floating IPs; I've seen a few autocreations on en:wiki 
that are offensive when you run them through Google translation, and blocked 
them there- but I think it's in the nature of SUL that these users will not 
edit on every wiki, and to try and weed these accounts out is impractical. 
If they are going to cause trouble on a non-native wiki, they will be 
spotted soon enough.
