Me too.
If there is an clear statement whether it is okay a local project
gives more restrictions in addition to the current policy (not less,
since it is too problematic), it will be helpful for local project
governance.

Agreed. I think however "one year inactivity", which  the current
policy says" is bit ambiguous. Inactive ... on what? Also, if in a
given project, one CU works mainly and the other checks the log and
verifies his buddies' activity, the latter activity is hardly to be
noticed.  Oh, and one year inactivity is too much indulgent? It means
his buddy has no chance to be reviewed closely for a year in the worst
case.

Just a thought.
