[Foundation-l] New Board for Wikimedia Germany

There was a bit of discussion regarding the creation of Wikimedia
<http://meta.wikimedia.org/wiki/Wikimedia_United_States_of_America>  United
States of America. Here in Canada, we’re still trying to get together bylaws
for our proposed chapter.
