The low voter turnout could reflect the overbearing nature of some 
admins, or even being completely baffled by the template system.  Most 
people who are affected that way are not likely to stick around to 
argue, and they are even less likely to go to some attack site where 
they can make fools of themselves.  Reasonable and knowledgeable people 
have better things to do with their time; they just quietly disappear.
